good governance

the country as a whole will elect the parliament;
indians of similar opinions can pool their votes;now educated votes are fragmented and therefore lost without finding a representation in parliament;
parliament will frame laws as well as policies;
it will be implemented by the president appointed by parliament;
the president will appoint his own team of executives;there will be no permanent bureaucracy;
parliament will appoint the chief justice who will appoint his own judges;
same model in the states;
state is subordinate to centre in all subjects and functions viz legislature,executive and judiciary;
all subjects of governance will be in the concurrent list;
